Clause 6 gives the District Court jurisdiction in matters

This Bill has no public expenditure implications other
than in relation to staff. It is likely that the increase in the
work of the District Court and the Small Claims Tribunal will require
one additional post of District Judge and one additional post of
Adjudicator, with supporting staff.
