Thank you for your letter of 19 December recording your discussion with the Chinese Embassy on 18 December about the visa office here.

You asked about further ways of reassuring the Chinese if, as seems likely, they come back to say that they would like more immunities than we have offered. I think we must wait to see the terms in which the Chinese respond. One general point you might make is that the NCNA office in Hong Kong has operated unhindered for many years now without even such formally agreed immunities as we have proposed for the visa office. This shows that the practical difficulties for a visa office should be of no significance.
