1. FCO telno 149 of 23 March (at the back of of the Secretary of State's brief) instructed us to have another meeting with the Chinese last week the proposed visa office.
2. I attach our reporting telegram (Peking telno 231 to FCO) beneath this minute, together with our telno 232, which consults Hong Kong and the FCO about a new draft memorandum which we might put to the Chinese, perhaps next week.
3. Should the Chinese Foreign Minister raise this matter with the Secretary of State, I recommend that
Lord Carrington need only say that he understands that this Embassy is in touch with the Foreign Ministry on the matter, and that we expect to be continuing our talks with the Ministry in the fairly near future.
