enclose herewith the signed memorandum, in both Chinese and English, agreeing to the establishment of the Chinese Visa Office in Hong Kong. Also enclosed is a copy of the memorandum dated 19 June 1981 (the text being identical to our draft memorandum handed to the Chinese on that date) which we presented to the Chinese at the time of signature to be affixed to the copies of the signed memorandum.

I am copying this letter and its enclosures to Richard Margolis, who will find that, because we do not have the capacity to copy B4 size paper in the Embassy, the initials of the signatories are missing from pages one and two of his copy of the memorandum. The full signatures are of course unaffected.
