Zeng (Ceng) Zhaoke
Following receipt of Peking telegran IMMA 4185 of 23 September about visas for a party including Zeng, I spoke to Mr Tan of NCNA.

I said that the British Embassy had received an application from the MFA that morning for visas for a group including Zeng which apparently intended to travel on 24 September. Given Mr Tan's earlier assurances to me that Mr Zeng would be removed fron the party visiting Hong Kong, I was astonished at this application. I thought he should know both that it had been made and that I had sent instructions that the visa was to be refused.

Mr Tan said he was equally surprised. He had received written confirmation from Canton that Zong would not be included. He wondered 12 the application had been made before this change of plan. I told him this
was not so. The application had bean made on tho morning of 23 September. Mr. Tan said he would get in touch immediately with Canton.
