of this memorandum (except paragraphs 2(b) and 5) will also apply to any such person who wishes to travel for private purposes to the PRC through Hong Kong from some other country provided that

a) he is in possession of a visa permitting him to

enter Hong Kong for that purpose; and

b)

he is in possession, in any case where this is necessary, of a visa permitting him to enter the PRC.

Any such person who is resident in a country other than the PRC should apply for a visa permitting him to travel to the PRC through Hong Kong to the British Embassy, High Commission or Consulate in that other country and when any such visa is granted it will normally cover his outward and his return journey.

8. Any such person who is resident in the PRC who is visiting another country should, as hitherto, apply to the British Embassy, High Commission or Consulate in that country for a visa permitting him to return to the PRC through Hong Kong.
