2. As you know, Hong Kong are very anxious that their CBDT passports should look as similar to existing and future British passports as possible. Indeed, Mr Raison has already accepted that this should be the case. Any move away from this position would only unnecessarily exacerbate our very severe difficulties with Hong Kong over the Nationality Bill. I would therefore strongly oppose any suggestion on the lines put forward in paragraph 1 of Mr Eaden's letter. The situation will, of course, be different when an EC passport is eventually introduced.

The suggestion in paragraph 2 of Mr Laden's letter seems sensible, though the Hong Kong Government will need to be consulted.
