AIR SERVICES: VISA ARRANGEMENTS
1. I attach a copy of a teleletter just received from Mr Peirce in Peking. We had taken the view that the 'temporary arrangement' which the Chinese had proposed should be allowed to continue indefinitely, but as you will see from paragraph 4 of Peirce's teleletter the Chinese may now be considering a system of crew licences as used by CAAC on flights to Hong Kong.
