HONG KONG
LEGAL REPORT
THE IMMIGRATION (AMENDMENT) ORDINANCE 1981
(No. 35 of 1981)
Enclosure No 2
The purpose of this Ordinance is to make better provision for the control of Vietnamese refugees during the period of their stay in Hong Kong. In particular, provision has been made to discourage the refusal of offers of resettlement, and partly with that object, to control their taking up of employment, which previously they were enabled to do by the possession of Vietnamese refugee cards.
2. The opportunity has been taken in section 4 of the measure under report to provide greater flexibility in specifying the type of document acceptable as proof of identity under Part IV A of the Ordinance. This will, for instance, enable driving licences to be deleted from the list of acceptable documents if the relatively high incidence of forgery for identity purposes cannot otherwise be checked.
3. Before the Governor assented to the Bill in the name and on behalf of Her Majesty, the Attorney General advised that he could properly do so.
