Seizure of Forged Identity Documents

On 5.5.1981, the Police Commercial Crime Bureau (CCB) executed
a series of search warrants at addresses in Kowloon.

This action resulted in the neutralisation of a forged Identity Document syndicate. Nine (9) persons, were initially arrested and 4,013 forged documents were seized. Breakdown as follows :-

In addition to the documents mentioned above, records seized at the "workshop" address indicate that the syndicate had produced and sold 191 forged identity cards and 21 forged driving licences since April 1981 when the "workshop" was set up. They had also been in operation since January 1981 at another location, and it is estimated that a total of approximately 500-600 identity cards had been produced and sold since that date. So far, 10 cards attributable to the group have been found in the possession of "evaders" arrested by Police.

The syndicate comprised a master forger and one assistant who produced the forged documents for distribution and sale by 8 brokers (including the assistant). Forged documents wholesaled at an average price of HK$1,000 per document, with an average cost to the "customer" of HK$2,000.

Both the master forger and his assistant were amongst the nine persons arrested and now stand charged with forgery offences.. The other seven persons arrested were all close relatives of the forger and were not involved in the syndicate. They have been released.
