firm conclusions in terms of numbers of extra facilities required would be difficult. But it is obvious (partic- ularly in view of the proportion of children and aged see Annex Al) that many thousands of extra places in schools, hospitals, homes, day-care centres and, above all, in public housing will be needed, thus deferring the day when the whole of Hong Kong's indigenous population achieves reasonable conditions.

An Outline Plan

If the Committee were to decide that a scheme to return overstayers should be set in train, the following steps would have to be taken. It would be possible to call a halt at any stage should circumstances so demand but only with increasing difficulty as the scheme matured.

Preparatory Stages

obtain Chinese concurrence and assurances (paras 12 - 18);

announce change of policy (paras 26 - 27);
