You (and we!) are receiving petitions from Vietnam, addressed variously to the Governor, the Prime Minister and HM the Queen. Some apparently find their way to MVD from Home Office, and others come to you for reply. (For example, please see your letter to me of 15 December re QUAN Luu-phat- and W Morris' letter to me re THAI Khoan dated 14 December.

The background is of course that all these applicants are outside the policy approved by the Governor-in-Council 14 March 1978. (Executive Council Memorandum XCC(78)20) avoid unnecessary correspondence between the FCO and ourselves, to explain the details of each case, may I suggest that all petitions addressed to personalities in London, be directed to HKGD, for a standard reply on the lines that you used for QUAN Luu-phat, ie stating that the matter is the responsibility for Immigration Department of Hong Kong, and that you have brought the letter to our attention.
