In my letter of 15 January, I undertook to write again after I had consulted the Hong Kong Government about the detention of your son, Phan-Ke-Dat. I am sorry it has taken so long to reply but the Hong Kong Director of Immigration has been making a very full investigation into your son's case.
He will remain in detention in Hong Kong until a final decision on his case can be made.
I am returning the photograph of your son, enclosed with your letter.
