On 2nd April 1981 an unregistered single masted wooden sailing junk sized 7 by 2.5 metres arrived in Hong Kong with 48 passengers aboard (L/M 1265).

The passengers were found to consist of two distinct groups: 38 from Hon Gay, Quang Ninh Province, Northern Vietnam; and, 10 from Pingsha (1627/ 3097), Doumen (2435/7024) County, Guangdong Province. This report deals only with the latter group, the "ex-China" contingent of 10 persons.

3. The departure was organised by a Northern Vietnamese Chinese

@ PHUONG HƯU MINH (Vietnamese) living at Pingsha. Further detalls on this personality are given at paragraph 3(b) of the attached report.

The group set out from Dahu (1129/5706), Pingsha on 26th March 1981 on a river sailing boat, and sailed out to sea at Yamen (1509/7024). Although intercepted en route to Macau by militiamen, they were allowed to continue, entering Macau on 1st April, and being sent on the following day to Hong Kong aboard a Vietnamese vessel. They had deliberately sunk their own junk as it entered Macau.

escaped from the Western Quarantine Anchorage shortly after arrival and are presumed to be now at large in Hong Kong. They had previously entered on L/Ms 925 and 1004; and 926 and 1004 respectively.
