Source was a 24 year old ethnic Chinese male born in Quang Ho, Quang Ninh, Northern Vietnam. He had migrated to China via Mong Cai in April 1978 on foot with his family, being subsequently resettled into the No.1 Brigade, No.4 Sub-Farm, Yinghong (5391/7160) Tea Farm, Yingde (5391/1795) County, Guangdong Province, Source had previously worked as a coal miner in Cam Pha, Quang Ninh, Northern Vietnam.
The Escape from China - a Syndicate in Pingsha

In April 1981, six ethnic Chinese from Vietnam, now resident in Pingsha visited the Yingde area, and met many of the resettled Vietnamese Chinese there. They were led by

to have boats available which would take Overseas Chinese to Macau, where they could expect to be accepted for overseas resettlement. The fee for this service was set at RMB100 per head. According to Source, many Overseas Chinese residents in the area took up the offer. Source agreed to pay RMB100, and had his name added to a list of 70 others by
He was then told to travel to Pingsha before 13th May 1981, and to take up residence with relatives or friends there. A meeting place was arranged at a Pingsha tea house, where Source met members of the syndicate. He was informed that a departure date had been set for 22nd May and that Source and his family should assemble at 1800 hours at Pingsha Street. Source met the other members of the group for the first time at this assembly, and discovered that an additional 32 members had been recruited by the syndicate since he had joined the group.
and his assistants led the members on foot to the embarkation point, which was a two hour walk from the assembly point. On arrival at the embarkation point, Source was given a sketch map showing the route to Macau, and was warned to keep quiet and not to show lights as they passed the sentry post at Erhu (0059/5706). The one day journey to Macau was uneventful, and on 25th May 1981 they were redirected to Hong Kong, arriving here the same day.

According to Source,
s syndicate was very active amongst the Overseas Chinese communities in the Pingsha area, and they appeared to enjoy virtual freedom of movement to carry on their business.
The only evidence Source saw of collaboration with the Chinese authorities was immediately prior to his departure, when FANG spoke with a watchman at the embarkation point. FANG appeared to be well known to him.

Source One was able to provide some information regarding the organisation of the farm on which he had been resettled. The workforce was clearly divided into local and Overseas Chinese groups, with the local workers having greater privileges. Initially an Overseas Chinese would be nominated as a junior grade worker, on a salary of RMB 29 monthly. Promotion to 2nd grade worker usually came very quickly, which carried an increased salary of RMB 34. During 1980 the farm had lost money, and no agricultural bonus was paid to the workers.
