Illegal Immigration from China
It was good to see you again and to have the chance of discussing the above issue, among others, with you. You asked in your letter to me of 10th April 1981 for an evaluation of the present illegal immigration problem and likely trends. Your visit here will have given you a "feel" for the situation.

Recently we had, as you know, a major two-day operation against areas selected because they were places where illegal immigrants living here were expected to be found. The operation involved about 1,700 police and officers of the Immigration Department and Labour Department. About 150,000 people were checked and 4,800 industrial and commercial premises were visited. The result of this major trawl was that 9 illegal immigrants from China were found and 1 from Macao! All were picked up at road blocks or routine checks in public areas; the "sweeps" through squatter areas produced nothing. The evidence from this operation suggests either that the underground population is small and is not congregating in pockets or else that we are looking in the wrong places for it. So far we cannot say with certainty which of these two is right.
