(b) Current methods of entry

Entry by land is at present the commonest method. Contrary to seasonal trends in the past, few are crossing the bays. Weather cond- itions are probably keeping the sea crossers at a low level.

(c) Speedboats

Sophisticated syndicate tactics using speedboats continue. Security Forces have lately had some success, as a result of effective intelligence work. Practical problems of identifying and stopping speedboats remain. The new Regulations aimed at ensuring compliance with pleasure boat licensing requirements should help generally.

(d) Identity Cards

False identity cards, which are a threat to the continued success of the new policy, are undoubtedly being used by evafors. Police are very active in their counter measures. Since the new policy began, 234 false cards have been size? and 196 persons have been arrested for related offences (72 Hong Kong residents, 122 cvaders). The decision (yet to be
