Recommendation

Despite the humanitarian arguments and the risk of an adverse English speaking press it is proposed that we should continue the existing restrictive policy in considering these cases and repatriate them unless there are very compelling circumstances.

If this recommendation is accepted it is proposed that the publicity line should be that each case is dealt with on its merits; that the persons concerned left China, sometimes leaving other children behind, knowing in most cases that illegal immigrants to Hong Kong from China are repatriated; that the husbands resident in Hong Kong knew this; that in view
