No further potential removal cases will be called up until after the first 8 have been put to the test. The stay cases will be authorised in accordance with the existing procedure for legalising the stay of an illegal immigrant, ie on the authority of an Assistant Director of Immigration an entry permit will be issued. With this permit the child can obtain its ID Card at age 11.
Procedure for UMS who have yet to be interviewed

Interviews will re-commence on 18 December 1981 at
the rate of 10 per day. (The need to redeploy immigration staff to control points for the busy Chinese New Year period, in January means that the rate of interviewing cannot be increased until February.) "Stay" cases will be processed without delay. "Removal" cases may either be processed without delay or kept pending, depending on the outcome of the first batch of removals.
Cases of special interest

So far 6 cases have come to light in which the claimed natural parents have been found to be bogus. These 6 cases are now re-classified as potential removal cases. In a further 3 cases, it was found that the parents were also in Hong Kong illegally, but the children had been declared as "UMs". In these 3 cases, the parents and children have already been removed as family groups and are excluded from the statistics in para 4. As the interview programme gathers momentum from 18 December onwards, it is expected that similar cases will come to light. It is not proposed to track cases individually, other than to amend the statistics as necessary.
