No evidence was found to support his claim that he had been persecuted for political, social or religious reasons by the Chinese prior to his arrival in Hong Kong; nor were there any grounds for believing that Lau would be ill- treated after repatriation. It is, therefore, incorrect to describe him as a refugee, or to suggest that his repatriation to China was a violation of human rights.
