Hansard, House of Lords, 13th October 1981, column 299), it does seem to permit "British citizen" passports to be issued by Dependent Territory governments and "BDTC" passports to be issued by HMG in the UK. If, therefore, BDTCs who are currently entitled to re-admission to the UK can continue in future to have their passports renewed in the UK, either by attending personally or through the bag scheme, then the Home Office's non-transferability ruling would not alter the status quo in practice.

Whatever the technicalities, it is crucial from our point of view that the existing rights of Hong Kong CUKCs are not eroded. We believe HMG have accepted this principle. We should be most grateful, therefore, if you would ask the Home Office to confirm that holders of the re-admission endorsement will continue to be able to retain their entitlement,
