2. The Home Secretary's minute precedes the House of Lords.
Debate on 7 October during which Lord Geddes put forard an
amendment proposing that the term 'British National' be applied
to all three categories of citizenship, ie British Citizen,
Citizen of the British Dependent Territories and British Overseas
Citizen. The point made in the Home Secretary's minute that there
is 'so far no Opposition or backbench amendment which is relevant'
has thus been overtaken. Nevertheless, I think it has to be
accepted that it is too late for HMG to table a possible counter
amendment at the Report Stage on the lines of the amendment put
to the Home Office in Lord Trefgarne's letter to Mr Raison.
