Would British Overseas citizens, British Subjects and

British protected persons be regarded as United Kingdom

Nationals?

The term 'national' describes the relationship between a person and a State which can claim to represent his interests in the sphere of international relations. The extent to which the United Kingdom might have international rights or obligations in respect of our passport holders would vary according to context. It could, for example, be relevant whether or not they had a claim to another country's citizenship or nationality. At present the people concerned in this amendment would probably be regarded as UK nationals in at least some circumstances, particularly in respect of people from the dependent

territories since there is no doubt that the UK does and

will continue to represent them internationally. But it is not possible to say with certainty what the position is and will continue to be in relation to all categories

for the situation is not a static one. For example a substantial number of the people affected million - are resident in Malaysia and also have Malaysian citizenship. The situation can only be defined in any context in which it becomes necessary for the question whether the UK has any such international rights or obligations in respect of any particular person to be decided. It is not possible to be more specific.
