I attach a suggested redraft of the speaking note and supplementaries with some additonal supplementaries.

2. I realise that you may have some comments on these changes and additions but I am sending a copy to PS/Lord Trefgarne for his weekend box.
3. I am also sending a copy to our departmental Legal Adviser who may have views on some of the wording. I have tried to follow wording and points that we have previously cleared with him but I cannot rule out some changes on Monday, but I would hope they would be minor ones.
