Your minute of 12 October. I take the point in your paragraph 3. Nevertheless, I think that this is taken into account in the latest minute from the LPS to the Home Secretary since it is made clear that only if it were calculated before 20 October that we were very likely to lose on the Gibraltar amendment in the Commons, would we expect a fall-back to be introduced. I think that this is the least that we should do in order to preserve our credibility with Hong Kong.

Meanwhile, we need to reply to paragraphs 2 and 3 of Hong Kong Telegram Number 915 (attached). I attach a draft and would be grateful for comments.
