DRAFT SPEECH BY LORD BELSTEAD
My Lords, as we near the end of our consideration of this Bill, I
am glad of this opportunity to express my thanks to your Lordships
for all that has been done in your Lordships' House to improve this
Bill. Your Lordships have shown great patience and persistence in
working through such a complicated measure and examining it so
carefully. My colleagues and I have very much appreciated the concern
of your Lordships' House that the Bill which affects the status of
-
so many people should be sound and fair, and your Lordships have
shown yet again your solicitude for the well-being of the individual,
and the need to ensure that he is properly protected in his dealings
with the State; we have, I believe, seen here something of the best
traditions of this House. Certainly, my Lords, there can be no doubt
that, thanks to your Lordships' efforts, this Bill leaves this House
in a form which in many respects is clearer and more generally
acceptable than when it arrived here from another place.
2. My Lords, this House has made many changes to this Bill, and it
would be tedious if I were to detail them one by one. But perhaps I
could say a few words about the major changes agreed in this House and
important, about some of the changes which, though perhaps less are nonetheless
of great significance to particular groups.
