1. South America Department have drawn attention to the fact that in presenting the Hong Kong case to the Home Office the importance of equating the Falkland Islands with Gibraltar may have slipped too far into the background. The Home Secretary's letter of 15 October to Mr Pym shows that he is aware of the
Falkland Islands factor. But it should ensure that this is given full weight in the Home Office if Lord Trefgarne could write briefly to Mr Raison.

South America Department have provided the draft letter and Hong Kong and General Department agree.
