SUPPLEMENTARY ALLOCATION OF TIME MOTION

Mr Speaker, I beg to move the Order that stands in/my_7 name on the Order Paper.

2. This Order supplements that agreed by this House on 29 April and provides a

timetable for this House's consideration of amendments made in another place, and

for debate on any further message from another place. In the arrangement of the

proceedings for consideration of amendments made in another place, we have sought

to meet the wishes of the House and the Opposition and to ensure that the House can

concentrate debate on those amendments which are agreed to be of particular

significance.

We have been concerned that the time available for discussion should

be used in the most effective way possible and I hope that the House will consider

this motion in that light.

3. Other provisions in the Order will ensure that subsequent exchanges on the Bill

with another place will be conducted expeditiously, so that the Bill can go through

its final stages smoothly.

4. Mr Speaker, we are always reluctant to curtail debate in this House. But it is

obviously necessary in this case. The Government has followed the same constructive

approach to the Bill in another place as it adopted here. We have been ready to

respond to well founded criticisms and to meet particular concerns wherever it seemed

right and proper to do so. But this has meant that there are considerable numbers of

Government amendments agreed by another place which now await the consideration of

the House. Many of these are technical and consequential but some affect the Bill

significantly.
