Your minute of 10 August. I entirely agree with your proposal that we should hold off before attempting to exert pressure on behalf of Hong Kong. Indeed, my minute of 7 August was not in any way intended to suggest that the Governor or his officials be encouraged to move too quickly on this. I think it is important for us and the Home Office to recognise that over the Gibraltar amendment Hong Kong have behaved very responsibly and have not exerted undue pressure. We will continue to encourage this. Nevertheless, as with the Falklands and some other dependencies, the fact has to be faced that if the Gibraltar amendment does stand, pressure for some kind of compensating concession will build up. We need to anticipate this but I quite accept that it would be bad tactics to move too fast.
