However, the "Gibraltar clause" has changed the situation
radically and removed the essential fabric of a com
CBDT. Ministers and MPs of both Houses will probably be
surprised if Hong Kong does not clamour for equal treatment.
Recommendation
10.
It is recommended that Hong Kong should seek, in order of priority:
(a) the inclusion of a clause in the Bill stating that CBDTS
are "British (or United Kingdom) Nationals" (possible text
annexed);
(b) the inclusion of the prefix "British (or United Kingdom)
National" in the "National Status" column in CBDT passports
by administrative arrangement, if necessary with the
endorsement "Holder has the right of abode in (Hong Kong) ";
(c)
as in (b) above, but with the prefix "British" (i.e. without
the word "National"); Ox
(a)
as a very last resort, a change in the citizenship title
from CBDT to:
(i)
(ii)
preferably, "British citizen of the Dependent Territories"
OK
"British Dependent Territories citizen" without any
prefix.
(The latter has been suggested by some Unofficials but does not differ greatly from CBDT and is at best a citizenship title.)
