Please refer to my minute of 16 July to Mr Williamson (folio 7). I subsequently wrote to the Home Office (folio 8) and now attach their reply of 17 September. The point in the third paragraph of Mr Bradley's letter seems to me to be the one on which the matter turns in relation to the question I put to the Home Office (viz whether points cited by the Hong Kong authorities represented a new development).
