Sir Philip Haddon-Cave, Chief Secretary designate of Hong Kong, paid a courtesy call on Mr Ridley on 9 September. In touching on the Nationality Bill, the question of travel difficulties experienced by Hong Kong passport holders came up. Mr Ridley considered that we should try to ensure that CBDT passport holders did not suffer any inconvenience; we should, for example, explain CBDT status to other countries' immigration authorities and seek their cooperation in obviating any ho difficulties for CBDT passport holders.

I suggest that the guidance, presumably to be issued to our posts abroad when the Nationality Bill becomes law, could cover the point (as it did, I recall, when the Immigration Act came into effect in 1974).
