Mr Howells's minute of 24 September asked for comments a draft minute to you and a draft letter to the Home Secretary. I understand that because of pressure from the Home Office, the letter to Mr Whitelaw issued yesterday evening before we had had time to clear it. We were content with the letter but would have wished to make one amendment to the draft minute to you. I should like to include in paragraph 2 a reference to the associated groups, such as HMOCS. May I ask that for the record the second sentence be taken as reading:

'The original purpose of the provision was to ensure that children born to members of the armed forces, the Diplomatic Service and associated groups such as HMOCS and the British Council, en poste abroad will count as British by birth and not by descent.'
I should stress that it is important to ensure that HMOCS are included in the groups to be designated under the Order-in- Council mentioned in Part I Section 2(3) of the Bill,
