to look carefully at any case where the applicant has been resident as a student for more than 10 years, and to examine the possibility that he was obliged to return to Hong Kong by some unforeseen occurence such as the death or bereavement of a close relative. They are also taking into account the judgment in the Cicutti case, which says that a student who sees his future as lying in the United Kingdom can be regarded as ordinarily resident.
