5. I would be very grateful if you would look at this
again.
The political problems are real. Naturally I understand
the parliamentary constraints only too well. But since we are
already proposing some amendments to the Bill, I do not see how
we can argue to Hong Kong that it would be impracticable to
add a short clause to meet their concerns. Since time is
short, I suggest that our officials be authorised to meet to
discuss a formula to achieve this.
