1. You may wish to consider sending a further personal telegram to Sir M MacLehose on the lines of the attached draft. I realise that we are on delicate ground in describing exchanges between Ministers but I think that provided we include sufficient caveats we should keep the Governor up- to-date for the sake of our own credibility. One of the problems is not to raise hopes too high. I have tried to be as realistic and dampening as possible.
