1. Mr Luce has seen a copy of Mr Adams' minute to you of 12 May.

The Home Secretary's response (in the negative) has now been received. Mr Luce considers we should not'put the ''fall back position to the Home Office.

We have already used up too much of our credibility with them by asking them to look at Sir M Maclehose's earlier suggestions on British nationals.

2. That said, Mr Luce thinks the points in Mr Adams' minute for inclusion in briefing for the Governor are very much on the right lines. He thinks the briefing could also:

(a) reaffirm that our links with the dependencies remain as strong as ever;

point.

(b) point out that the Government stuck to the line on a composite citizenship very much at Hong Kong's request the arguments against a composite citizenship were strong and we had a hard time. (This should be for the Governor's own information only); and

(c) there is still a long way to go in Parliament, both at Report Stage and in the House of Lords, where we shall probably have an even harder time than was the case in Standing Committee.

Finally Mr Luce thinks we must reiterate to the Governor that we can go no further for Hong Kong. the line,
