NATIONALITY BILL: HONG KONG

BRIEFING MATERIAL FOR THE GOVERNOR

1.

In view of all the consideration that has been

given to Hong Kong points and the efforts made to

meet them it has been particularly galling for

Ministers to face the charge that the Bill is 'yet

another dirty trick played on Hong Kong' (your tel

No. 443) and that somehow Hong Kong is being sold

"own nationality down

Or that the Unofficials an that of the people they represent [is] at risk"

2.

The following are the facts:

(i) At every stage (before and after issue of

White Paper and before and after issue of Bill)

consultations with Hong Kong has been much more

intensive than with any other interested party.

Hong Kong leaders have seen Lord Carrington,

Mr Whitelaw and Mr Raison, etc.

(ii) Strong representations from Hong Kong about

the two category proposal in the Labour Government's Green Paper played a major part in the creation of the separate citizenship for

the dependencies to mark their continuing close

connections with the UK.

(iii) CBDT status has been defended vigorously by

Ministers in the House as proper for all the

dependencies against strong Parliamentary

criticism that it was only to placate Hong Kong
