I agree with Richard Luce:

I do not think we could secure any further concession on substance, even if we wanted to; We have already fought hard for Hong Kong: the unofficials cannot possibly criticize the FCO on that score;

There will be ample opportunity in the House to make (again) reassuring noises about HMG retaining close links with Hong Kong;

I do not think therefore we should ask the

Home Secretary to agree any 'administrative arrangement' involving an entry in Hong Kong (or other Dependent Territories') passports,

as proposed by the Governor.
