in Parliament that Citizens of British Dependent Territories (CBDTs)
will remain UK nationals after the enactment of the Nationality Bill.

on the lines of the attached draft, and a telegram be sent to Hong Kong

3. In Mr Morrice's submission of 14 May, he recommended that the
Secretary of State suggest to the Home Secretary that he made a statement
in Parliament to the effect that the people of all our dependencies
are UK nationals. Following Mr Luce's minute on this of 18 May, and
Mr Blaker's and the Lord Privy Seal's of 19 May, Ministers decided on

Argument
4. The report stage and third reading of the Nationality Bill will take
place next week on 2, 3 and 4 June. In the meantime the importance of
such a statement by a Home Office Minister has increased with the
receipt of a letter to Lord Carrington from Sir S Y Chung written on
behalf of the Unofficial Members of the Executive and Legislative
Councils (UMELCO) Hong Kong Telegram Number 521. This telegram crossed
