1. To reply to a letter from Sir S Y Chung to Lord Carrington
concerning the Nationality Bill and its effect on Hong Kong people.

I recommend that Lord Carrington reply on the lines of the attached
draft. I also recommend that a copy of the reply be sent by telegram
to the Governor and attach drafts.
Background and Argument
NTD concur.
3. Sir S Y Chung wrote to Lord Carrington on behalf of the Unofficial
Members of the Executive and Legislative Council (UMELCO) on 22 May.
The present position on the Bill in relation to Hong Kong is in my
submission of 29 May.
4. As I mentioned in paragraph 7 of that submission, the Governor has
provided a draft reply to Sir S Y's letter Hong Kong Telegram Number
533. The Governor's draft is met acceptable, subject to the points
made in paragraphs 7 and 8 of the same submission and some further
minor amendments suggested by NTD. The attached draft has been amended
accordingly.
5. In paragraph 6 of Hong Kong Telegram Number 532, the Governor
suggested that his draft reply might be amended to include any Minister-
ial assurances given about the Dependent Territories during the report
stage and Third Reading of the Bill. This has been done.
6.
The Executive Council are likely to ask the Governor on Tuesday
9 June for news of Lord Carrington's reply. It would therefore be
very helpful to send a copy of the reply by telegram.
