1. The Governor of Hong Kong spoke to me on the telephone from Scotland about this today. He fully supports the line which Mr Ridley intends to take with Sir S Y Chung on this subject.

Looking ahead, he floated the idea that Sir Lawrence Kadoorie (who has been made a life peer but has not yet taken his seat) should be encouraged to attend the House of Lords Debate on the Nationality Bill Report Stage in October. He thought that people in Hong Kong would take it amiss if 'their' peer was not present on such an occasion.
3. I said that it would be rather difficult to work out exactly what Sir Lawrence could or should do until the parliamentary situation became clearer after the Recess. However I tend to agree with Sir Murray that from Hong Kong's point of view there would be advantage in Sir Lawrence attending. He could be fully briefed by the Governor and would carry quite a lot of weight.
4. Sir Murray would be grateful for Mr Ridley's views on this idea, if possible fairly soon. He would then either write to Sir Lawrence Kadoorie or speak to him when he is in England shortly.
