1. Mr Luce has seen Mr Jones's submission of 30 July and agrees with the draft letter to the Home Secretary. Mr Luce thinks the letter can go as it stands and that the political arguments for and against seeking to reverse the decision at Report Stage in the Lords can be discussed at Mr Whitelaw's meeting on Thursday 6 August.
