The combined effect of the Home Office ruling and the Bill is that an existing entitlement will be lost. This is contrary to the re-assurance given by Lord Goronwy-Roberts to Sir Y.K. KAN and Dr. S.Y. CHUNG in his letter to them dated 4th August 1977 that "those citizens of the United Kingdom and Colonies who are at present free of immigration control in the United Kingdom would retain this right.

We should be grateful if action could be taken to rectify the position and arrangements made to preserve the existing entitlement of such CBDTs to be re-admitted to the UK after commencement of the Bill.
