1. At a meeting with Mr Luce today there was some discussion of Hong Kong's latest ideas on nomenclature. The Department is submitting along the lines directed by Mr Luce.

2. The Governor may well come under considerable pressure in ExCo tomorrow to say something about progress in London. There is nothing he can say since we have not yet submitted to the Secretary of State. However, it would be helpful for him to have some idea of the feeling here and I attach a draft telegram which is by way of a holding reply. Sir Murray MacLehose will in any case be expecting to hear from us on 28 April (FCO Telegram No 399).
