The undertaking given by Lord Goronwy-Roberts and referred to in paragraph 5 is considered to be very important in Hong Kong. If it is seen to be being broken, the repercussions will be serious, time consuming and full of potential for trouble. I hope therefore that it will be possible to avoid the loss of this entitlement.
