Geographically the SBAs are regarded as coming within Article 227(4) of the Treaty of Rome. But during our negotiations the very practical arrangement was made that their relations with the
Commonwealth should be settled in the context nôt of our negotiations but of any agreement which the enlarged community might reach with Cyprus.
[If necessary] Our definition of 'national' for EC purposes does not therefore covered people from the SBAS.
