EC: DIFFERENCES BETWEEN GIBRALTAR, THE CHANNEL ISLANDS AND ISLE OF MAN

1. The Hon Member for Down South asked about the position of the Channel Islands and the Isle of Man in relation to the EC.

These islands like Gibraltar had particular interests in relation to inclusion in the EC which had to be taken into account in our negotiations.

For Gibraltar it was agreed that the Treaty should apply with the exception of certain provisions. For example, Gibraltar, to retain her status as a free port, was excluded from the common customs tariff. And the common agricultural policy and the obligation to introduce VAT were not to apply to Gibraltar unless the Council unanimously decided otherwise. In the case of the Channel Islands and the Isle of Man the Community agreed to free movement of goods between the Islands and the enlarged Community but at the request of the Islands other provisions of the Treaty were excluded.

4. In consequence Gibraltarians are covered by the provision. for the free movement of labour and the Channel Islands and the Isle of
