In 1980 the number of applications increased to 50, probably as a result of the concern and anxiety generated in Hong Kong by the Nationality White Paper. So far 21 applications have been approved, 12 refused, 5 withdrawn and 12 are still with the Home Office for decision.

This development shows that the Home Office is tightening up its previous practice of using periods spent in the UK as a student for counting towards the residential qualification. The Commissioner, London Office, has been requested to bring this matter to the attention of the Foreign and Commonwealth Office to find out if there is anything that can be done to revert to the previous position.
