NATIONALITY BILL: LORD CARRINGTON'S MEETING WITH THE HOME SECRETARY ON 26 MARCH
1. I attach a brief for Lord Carrington for this meeting. It has been agreed with Hong Kong and General Department.

The meeting is at Home Office request. Home Office officials say that the purpose of the meeting is to agree the line that the Government will take in Parliament about the purpose of the amendments to meet Hong Kong's points and the line that Lord Carrington will take in Hong Kong. The Home Office want no difference between the lines.

The expected Home Office line is given in the Essential Facts. The Points to Make cover the line provisionally included in Briefs 5 (paras 2 4) and 20 (paras 2 and 3) for the Secretary of State's visit. They give a line that Lord Carrington could take in Hong Kong that would be consistent with the expected Home Office line.
